The Delhi government has ordered a judicial inquiry into the building collapse incident in Laxmi Nagar area in which 67 people were killed.

Justice Lokeshwar Prasad, former judge of the Delhi High Court,will head the one-man inquiry commission which has been asked tosubmit its report into the accident within 90 days.”Chief Minister Sheila Dikshit has ordered a judicial inquiry and constitute a one-man commission to inquire into the building collapse incident at Lalita Park, Laxmi Nagar,” sources in the Chief Minister’s Office said yesterday.

Sixty-seven people were killed and 71 others injured on Monday night when a five-storey building collapsed in Lalita Park in Laxmi Nagar.This decision has been taken in view of the scale of the accident, a large number of casualties and number of complex issues connected with the incident.

Ms Dikshit expressed confidence that the judicial inquiry would be able to throw light on the causes of the incident and also help
in preventing the recurrence of such incidents in the future.The terms and reference of the inquiry are: To determine the immediate and proximate causes for the collapse of the building. To determine the circumstances and sequence of events leading to the collapse of the building.

The Commission would also determine the number of victims, both dead and injured, the sources said.It will also look into the administrative, procedural and statutory lapses, if any, leading to the collapse of the building.The Commission has also been given a task to fix responsibilities of both individual and institutional for the collapse of the building.It would assess the response of various relief and rehabilitation agencies to the incident in terms of the responses being timely,effective and efficient and would indicate the measures required to improve the responses.

The sources added that the government has asked the committee to make recommendations regarding the preventive and penal measures required to prevent the recurrence of such incidents in the future.The Delhi government reserves the right to further expand the scope of the inquiry into the accident.
